Acceptance Conditions

When any of the following conditions is met, the applicant should be approved: Hong Kong and Macao residents who apply for the entry-exit permit because their relevant certificates are lost, damaged, or stolen or have expired. Minors who apply for the entry-exit permit due to conflict of the nationality. Foreigners inside China whose passport or other international travel documents are lost, damaged, or stolen or have expired and cannot be reissued for objective reasons.

Procedure

Online Procedure

1. Application. The applicant should log in to Police Service Platform (http://www.szga.gov.cn/) or access the "Shenzhen Public Security" WeChat public service account of Shenzhen Municipal Public Security Bureau, fill out relevant information as required, select the acceptance time, and apply for an appointment.

2. Review. The system automatically reviews the information. If the application passes the review, the applicant will receive an SMS with the appointment number, indicating that the appointment is successful. The applicant should submit the application materials to Exit-Entry Administration Bureau of Shenzhen Municipal Public Security Bureau (4016 Jiefang Road, Luohu District) according to the appointment time. If the application fails the review, the applicant will receive an SMS indicating the reason for failure.

3. Acceptance. The application materials are verified and the application is accepted or rejected immediately. The acceptance personnel will verify the application materials and make an acceptance decision immediately. If the applicant meets the application requirements and has submitted complete and valid application materials in standard format, the acceptance personnel should accept the application and issue a "Receipt of Acceptance". Otherwise, the acceptance personnel should reject the application and issue a Notification for Application Rejection. If the applicant's materials do not meet the requirements but can be corrected on the spot, the acceptance personnel can accept the application after relevant materials are corrected.

4. Review. After the application is accepted, the reviewers will review the materials, make a review decision within one business day, and forward the preliminary examination opinions together with the application materials to Shenzhen Municipal Public Security Bureau for approval.

5. Approval. Shenzhen Municipal Public Security Bureau will make an approval decision within one business day. If the applicant meets relevant requirement, the permit will be prepared.

6. Conclusion. After the application is approved, Shenzhen Municipal Public Security Bureau will issue the Entry-Exit Permit of the People's Republic of China stamped with the seal of the implementing authority within one business day. If the application is rejected, Shenzhen Municipal Public Security Bureau will issue a Decision of Rejection. If it is found that the materials need to be corrected during review, the applicant will be required to make corrections on the spot and a Notice of Correction of Application Materials will be issued. The application will be reviewed after the applicant has made corrections according to the requirements. If the application is approved, the Entry-Exit Permit of the People's Republic of China will be issued.

7. Investigation (for special cases). For any doubts about the applicant or the application materials, the acceptance personnel or reviewers may verify the information of the inviting organization (inviter) and the applicant by call, interview at specified time and place, or field investigation to ensure the authenticity of the application reasons. If any item fails the review, the acceptance will be revoked. If the visa expires after the acceptance is revoked, the case will be handled according to law. The time consumed by investigation is not included in the permit handling time.

8. Permit service. The applicant shall go to Exit-Entry Administration Bureau of Shenzhen Municipal Public Security Bureau (4016 Jiefang Road, Luohu District) to collect the permit. Or, the permit is mailed to the specified address.

Handling at Service Counter

1. Application. The applicant should go to Exit-Entry Administration Bureau of Shenzhen Municipal Public Security Bureau (4016 Jiefang Road, Luohu District), make an appointment at Police Service Platform (http://www.szga.gov.cn/) by following the guidance of relevant personnel, collect an appointment number at the relevant service counter after the appointment is successful, and then submit the application materials.

Application Materials

2. Two recent front bareheaded photos of the applicant at a blue background (The photo size is 48 x 33 mm.)

3. Valid Guangdong Foreigner Visa Digital Photo Collection Receipt for the above photos

4. Lost Passport Certificate or other materials that can prove the damage or expiration of the passport or the identity of the foreigner. (If the passport is lost or stolen, submit the Lost Passport Certificate; if the passport is damaged or has expired, submit the origin of the passport.)

5. Certificates that can prove that the applicant is a resident of Hong Kong, Macao, or Taiwan, such as the ID card, Home Return Permit, Entry Permit for Residence, and Confirmation of Identity. (Certificates in this article are required when the passport of a resident of Hong Kong, Macao, or Taiwan is lost or damaged or has expired.)

6. A copy of the registration form for temporary accommodation of the overseas visitor. (If the overseas visitor stays in a hotel, the registration form issued by the hotel is required. If the overseas visitor stays in a resident's home, the registration form issued by the police station within the jurisdiction is required.)

7. Birth certificate (A copy on A4 paper is required.) This item is required for minors under the age of 18 (including children having nationality conflict).

8. Materials proving application reasons (such as the diplomatic note from the embassy or consulate of the country in China, and relevant certification materials and legal documents issued by the handling authority of the case).

9. Identity documents of both parents at birth (A copy on A4 paper is required.) This item is required for minors under the age of 18 (including children having nationality conflict).
